This year, Zhengzhou completed the construction of residential and urban and rural construction heat metering area of 10 million square meters, residents do not undertake any heating metering renovation fees; by 2015, Zhengzhou City will all achieve heating according to the use of heat pricing. Recently, Zhengzhou City issued the "Implementation Plan for Further Promoting the Reform of Heating Measurement" to reduce the burden on residents, do a solid job of reforming the heat metering, and gradually realize the goal of charging for heat and saving energy. According to the "Proposal", during the "Twelfth Five-Year Plan" period, Zhengzhou City completed the heating and metering transformation of the existing buildings that have achieved the mandatory 50% energy-saving standard in the city, and realized the charging according to the heat. Among them, this year completed the residential area and urban and rural building heat metering 10 million square meters of charge area, so that the acceptance and implementation of heat metering charges of residential and urban and rural construction area accounted for 35% of the total district heating area.
